I reccomend fitting cruiser or battleships sized weapons too, so you can hit the rats easier. And if you're in the drone regions, don't forget the expanded cargohold IIs in the lows to carry all those compounds around.

If it's in high sec, you ALWAYS need a war dec to shoot it, even if it is offline. For low sec, you can shoot it and just take the sec hit. If you don't want to do it yourself, there's always merc corps who are willing to shoot at POSs for ISK, I'...

Lach is awesome, it's just that the Arazu is more awesome. Arazu only has 1 less mid slot, so it damps nearly as well, plus the whole cloaking goodness. Lach for fleets, Arazu for small gangs.
